Stricter Law Fails to Diminish the Demand for Child Laborers in India

This article concerned about the way child laborers widely used in India. A lot of people in India hire child laborers, mainly girls as a maid. Most of the child that have been taken was a young boy or girls that live in the rural area. The reason for the employers was that the child laborers from India is cheaper and easier to control compared to the real workers from India itself or from another country.
I think, most of that employers were not being mindful of the situation itself, they were lack of self consciousness and seemed to be careless about the fate of the child. What make it worse is that most of the children were treated unfairly, they were forced to work hard. When their master told them to do something and they were not good enough to do so, their master would straight away punish them. The kind of punishment that they give to this children also not moralistic, it was not a scolding or anything close to it, they would beat the children badly. Though not every employers did so, most of them did a very bad thing. Even worse, the payment that the child receive is not worth the pain that they must suffer.
Another thing is that the children parents would just let them go in desperation because they couldn't do anything else. They didn't have enough money to enroll their children in school, to feed themselves and to buy their daily needs. They thought that by sending their children to work in the city, they would help their child to understand the urban society which is not quite right. They also thought that by sending their child to work, they would have to spend less money to buy any food. Even the neighbour in the rural community often helped agencies to spot the potential target. This also worsen the whole issue.
Another problem is that the government, though aware of the issue, couldn't do anything to improve the condition or stop the whole problem. They are fully aware the problem that they were facing, but even though they tried to do something, without the participation and help from the community, they couldn't do anything. They tried to stop by create a law which limit the available job for the child. But the effort didn't worked out and the slave business didn't stop, on the contrary the demand for the child laborers still increasing and the business still commerced illegally. Even the law itself couldn't stop it. I think that the government should try to create stricter law, and they should monitored the agencies to put stop on this problem. And moreover the government would have to check some houses to check whether the owner of the house follows the law or not. Even if this is hard to do, the government would at least captured some of the illegal owner and agencies. And lastly, what should be change is the way the community think.
